The European Defence Agency (EDA) was established by the EU in 2004. Its responsibility is to develop defence capabilities, procurement as well as armaments research – this also includes the area of cyber security. In February 2013 the EDA devised a strategy called „An Open, Safe and Secure Cyberspace“ (PDF) in cooperation with the European Commission, to prevent and fend off any possible cyber attacks. The agency and the commission are planning to back the member states with development and deployment of the latest cyber technology. For that purpose the EDA promotes research within the field of cyber security and closely liaises with the private sector of economy. In addition to that, a Distant Early Warning System (DEWS) is said to detect weak points in order to close security gaps as soon as possible.
